TATA Photon Broadband Speed Not as Promised

I purchased the TATA photon Wi-Fi device(9212645xxx) in 1st week of July and since the day the device got activated I am not able to receive the committed speed ie., above 3 mbps and speed i am receiving below was 200 kbps. I have complained multiple time ,but my request kept on hold, and twice field engineer has visited at my home and stated the problem that this device will not work in this area due to network challenge to Tata -photon, so I will get the reversal charges, after cancellation of the device. 1)The first request:422219153 was lodged on 03th July for connectivity. And on 4th July it was assigned to NTDLJE0789 as per message received from Tata photon services. 2)Second Request raised on 9th July 2014, with request no : 423151755 was raised second time, Complaint Request got closed without my prior confirmation. 3)Third request raised on 12th July 2014,with reference no: 423489699 was raised third time and they have committed to resolve by 13th July. on 12th July 2014 Field engineer visited at my home and inspected the connectivity issue. And confirmed on the same that this device will not work at my residence area, so cancellation and reversal of device charges will be given. Compliant Request got closed without my prior confirmation. 4)Fourth Request raised on 14th July 2014 i again raised complaint for the same issue: 423673921, and as per talk with customer agent on call I requested again 4th time for cancellation as I was concern for the bill that will be summed up in the last. But Complaint Request got closed without my prior confirmation. 5)Fifth Request raised on 16th July I raised the complaint request : 423946389 that why my open request are being closed if am not getting resolution on my problem. But the customer care is so dumb to address my request and just keep on postponing my request. And I keep on getting message from Tata Photon that your request stand resolved. 6) Sixth Request raised on 22nd July 2014 I raised another complaint request:424759299 for the cancellation request of the services and customer agent accepted to reverse my Wi-Fi modem charges which was 1600 INR. But Complaint Request got closed without my prior confirmation. 7)Seventh Request raised on 28th July I raised another complaint request : 425636613, and on 4th August I got the confirmation on closure. But customer service is denying now on reversal of charges. Such a pathetic and irritating services .I have called the customer care multiple times but my request every time used to get open and get close ,without my prior acceptance. I the plaintiff has suffered from severe trauma and have been chasing Tata photon customer care multiple times but no resolution has been taken by them . Such a bad and pathetic services who doesn’t take the customer issue seriously. Now Photon services have charged me INR 400 ,for the bill and not agreeing on the reversal of charges.
