Tikona – Denying to refund the amount

have taken tikona broad band connection on 12/09/2013, but unfortunately network strength was poor in my locality and I have requested for disconnection on 20/09/2013. I have raised complaints regarding this in tikona care and after several attempts from tikona engineer issue couldn’t resolved and they suggested to go for disconnection so that tikona will refund the money back with in 45 days. But unfortunately after 45 days I an e-mail stating there is no refund amount applicable.
