Tikona on cheated me, very poor services

Hi, My Tikona Broadband user id- 1107742068, I shifted to my new house on Oct’13, I called Tikona care to re-install connection to new address. Since I have connection at new location, Tikona gave very poor services, it has no connectivity. I called many times to resolve connectivity problem but no one helped me. Finally, on Dec’13 I stopped using it and I did not paid any amount to Tikona. One day I received call from Tikona, that representative asked me to pay amount and she promised that this connectivity problem will be resolve ones amount paid. I requested her to check again if you can give me services or I want to surrender it but she assured that I will not face any problems in future. On 19th Dec’13 I paid Rs.1402. Then tikona forgot everything and no one resolve connectivity and slow speed issue even I logged many complains. Since Dec’13 I have not paid any amount because Tikona did not gave services to me. Today, I received call from number- +91-9212-362728, this caller introduces herself as advocate Shivani, Bombay High court. She asked me to pay due amount Rs.3142 within an hour or she will file case against me. I have not paid any amount, now I want to know how can I file case against Tikona because this internet service provider not gave services what it promised to do.
