Complaint Text: I am a tikona consumer started availing services in August. My user ID is : 1108953172. I am complaining for not receving the commiteted services for which I have upfrontly paid. I have not received the contracted quality of service by Tikona in October 2013. I have raised many complaints (1-2856226880, 1-2863999815, 1-2867901933, 1-2868631642, 1-2873308601, 1-2879321146, 1-2885459185, 1-2885459185) but everytime the services are restored temporarily to meet obligations,and it gets interrupted again. I have also raised my greviances to Apellate authority via email. But no proper redressal of complaint is done. On 26/10/2013, when I have asked for discontinuation of services, they have generated another bill Bill Number: B1-45620200 )for the service I have not used at all. This bill has a component of recurring charges for service XAQD2048K (From 26-Oct-2013 to 25-Jan-2014 ) which is future dated services. Note that I have already requested for disconnection on 26 October via writing to customer service (email) for which I do have acknowledgement copy. Following quality of service (as defined by regulatory body TRAI) is not given by Tikona Service Availability / Uptime Packet Loss Network Latency Refund of security deposit after closing is <60 days Customer perception of Services Under the rights to consumers given by TRAI, following has been violated in my case: a)Right to receive services in accordance with the quality of service parameters prescribed by TRAI from time to time. b)Right to get the rebate of rental in case of continuous disruption of service for more than 3 days. c)To seek legal remedy in case the grievances of the consumer is not settled. d) Right to lodge a complaint with the complaint centre established by the Company and to have access to a web based complaint monitoring system and approach an appellate authority in case of non redressal of complaint by complaint centre, in accordance with the Telecom Consumers Complaint Redressal Regulations 2012. e) Right of consumers for termination or disconnection of service: however obliged to make payment of all the bills in respect of services availed by him. f) Consumer can terminate the services by sending a written request, Fax, E-mail to the Company. The termination of service shall be subject to the return or recovery of the customer premise equipment, wherever applicable. The bills are checked, reconciliation is done and any amount, if due after adjusting the outstanding dues, is returned to the Consumer from his security deposit, if any. Following obligations has been violated by Tikona: a) To offer services in accordance with the license conditions prescribed in the ISP License issued by DoT and applicable regulations prescribed by TRAI from time to time b) To provide services in adherence to the quality of service parameters prescribed by TRAI from time to time. c) To establish
