Tikona – wrong billing were no action taken customer care

I have paid Rs.560/- through cheque for the billing period 07/05/2012 to 06/06/2012 on 14th of June 2012 and the same have been cleared in my bank account on 27th June 2012 and on 29th of June I received a call for non payment of my bill and hence I paid Rs. 570/- in Cash to their personnel. Hence I have paid twice against a single bill and also the cash payment of Rs. 570/- is credited as Rs.550/- in my account. Besides this they have imposed a penalty of Rs. 100/- in all my subsequent bills till the amount outstanding became Rs. 1128/- and in October they have disconnected my connection for non-payment. For the above matter I have sent around 10 E-mails to their customer care including scanned copy of my bank statement, but there were no action taken for the mistake. Apart from E-mail I have also described the matter to their local salesman and gave him a Xerox copy of my Bank Statement. Now on 09/12/2013 I received a call from Mr. Gaurav Srivastav from Delhi having Mobile no.9024996247 threatening me for legal consequences for non payment and a penalty imposition of Rs. 3 Lakhs and filing of default case petition against me. Hence, on 10/12/2013 I have paid Rs.1130/- through Internet Banking to their Account as I don’t want any legal issues against me.

I want Rs.1130/- back which I have paid on 10/12/2013 because of the threat of Mr. Gaurav Srivastav. And I want to know whether Mr. Gaurav Srivastav is a relavant Legal person who can make such calls to me and threaten me. And why he didn’t listen any of my views.
