Vodafone – falls bills issued no response by care center

vodafone offer me 2 gb 3g data for 2 month and i consumed under limit but the have sent me bill for 2 gb. i have all sms which received from vodafone time to time regarding balance data but they did not hearing and threatening that the will take action if you will not.issue was in october bill which amount was 4996. and now they have blocked my no.
i want reimburse my data usage billed amount and as well as bill amount during inactive services.
