Vodafone – Non activation of 3G usb stick

I had registered on vodafone website for 3G USB stick for internet connection on 23rd July 2013. I got a call from Vodafone that the usb stick will be delivered to your home. On 26 July 2013, Systematic Knowledge System (Associate of Vodafone) person delivered SIM card and 3G USB stick at my home and collected Rs. 1999 and other documents like photo, passport and PAN card xerox. He promised that the connection will be activated within 12 hrs. But till date my internet connection has not been activated. I am not getting any response from Systematic Knowledge system as well as from vodafone even after repeated followups with them. Yesterday (08 August 2013) also i escalated the issue with vodafone nodal officer. I was told that you will get a call from our representative. In the evening, i did received a call from vodafone person (mob number:8879336707) that new number has been assigned to your 3G stick and it will be activated immediately. At night i checked the status. It was still not activated.

I want my money back and if possible impose penalty on vodafone for the trouble they have given me.
