Wrong Electricity Bill and Faulty Meter

I made a complaint almost an year back to the electricity department regarding my bad meter, but they did not replaced it. They kept on sending me the wrong bills and when I asked them to replace the meter and provide me the correct bills,they made me to pay for the new meter but did not replaced the old one till date. I chased them so many times but could not get it done as each time they used to assure me for tomorrow which never comes.
I did had a chat with JE but nothing happened.They had been sending me huge faulty bills and when I complaint again they asked me to pay the entire amount of around Rs.7000 after which only they’ll replace the meter as they said.
I paid the whole amount but still they did nothing.
Since i am a salaried employee, i dont have so much time to chase them.I was waiting for themm to take any action regarding the meter replace since I already did my bit.
On 23rd October, in my absence without informing me they took out our bad meter also and cut the power supply.
Since next day was sunday,we had to pass our day without electricity.
When I visited their office on Monday, they again made me to pay the entire unpaid amount of Rs. 17000,which I paid again.
Even then they did not replaced my meter saying they do not have new meter.Infact they asked me Rs.500 as service charges to put the old meter.When I refused to pay as they were not giving me any receipt for that, they asked me to get a new meter from market.
So wasting my full day at Electricity Board office, I got nothing from them.
I am really very upset and want to sue Elecricity board for this.
