Airtel – Delay in SIM Activation

I had applied for a new postpaid connection of airtel on 22 July 2014. I completed the online application, chose the number 986769xxx and paid the security deposit amount of Rs. 300. The airtel people called me (no: 845093xxx) and confirmed the order. After that, they sent their executive to my home to collect the documents on 25th July. He also issued a new SIM to me. However, after that, there was no contact from their side and the SIM never started. On repeatedly calling the call center (989209xxx), I always got a reply that there was no information about any such order in their systems. I also talked to airtel representative Lal Jaiswal on 1st August who assured me that the number would be started before 3rd August. I also requested them to refund the security deposit and disconnect the number but they declined to do so. After that, I contacted the airtel centre from where the SIM was issued. After following up with them for two days, they gave me contact number of their senior authority who told me that my address verification has not been completed. When I asked who would be doing it and by when would it be completed, they declined to tell me. I again asked for refund but they said that it was under processing and hence they would not be able to do that. The receptionist of that facility gave me number of a Mr. Vishal in the office who never picked up my call. Also, from 1st August, I continuously tried to contact nodal and appellate authority of airtel but they have got an automated service installed in both the places which would not let you talk to the representative unless you have a complaint number. The call centre people declined to give me a reference number for my complaint saying that the number was not registered in the system and hence they can not lodge a complaint. Finally I wrote them a mail on 8th August but even from them, I never got a reply.

I want a refund of my security deposit for the number. I want a monetary compensation of Rs. 1000 for all of my expenses which went in following up with airtel. For the harassment, a further compensation of Rs. 20,000. A change in the nodal and appellate call centre system of airtel to ensure nobody else faces such problem because of non-issuance of complaint number.
