Abhibus.com not refundimng for failed transaction

Hi, I had booked a ticket Latur – Pune for on 17th Sep. 2014 for 5th October 2014 on Abhibus.com.(Bus : Narmada Yellow) At first the transaction failed, but my account got debited. Also, the seat that I was going to book got blocked for reservation (Seat No 6). So I had to book another seat (Seat No 7). So my account has been debited twice. Their support executive has assured me to give me written assurance on email that my account will be credited in 5-7 working days through auto refund. Still I have not received any refund. Bank has given me a reply stating that the merchant is liable for my refund. Following are the details given by the bank. Payment Voucher(PV) number 5602293955371409 and trace number 614027. Also, CC Avenue (Payment gateway) has given me this Order ID for the failed transaction :O_5276625. Even according to them , merchant has to refund my money. They have never taken my complaint seriously and do not want to refund my money. I have called them nearly 10-15 times, and also emailed them everything in detail. They have given me this Ticket ID :213670, but there has been no progress at all. Please look into it. Attached is. I have also mailed my bank statement showing two transactions of 558 on same date to Abhibus
