This is in reference to Citibank Credit Card # 5546 3702 2384 2276. I have raised the dispute on 25th Aug 2013 for Rs 2445 against Adaab Hotel. After 6 months of duly investigation, the bank has debited me because the cash receipt which was given by me was not authentic as per bank. I would like to escalate this matter with RBI guidelines and would like to highlight certain points referred to this case. 1. Bank has given the merchant letter and charge slip: I have asked the bank that I can also provide them a letter stating that the merchant is not giving the authentic information. I have given the card and he swiped it but then returned me saying the machine is not working and that’s why I have given the payment in cash. Next day, merchant has charged with the card. The charge slip would be there before merchant has debit me but the signature on the charge slip is not authentic which is my point and it clearly verifies that I have not signed the charge slip.
I have been requesting bank to provide me a written document as per RBI guidelines where it is mentioned that signature verification is not required for the credit card transaction. The card was in my possession but the transaction didn’t went through at that particular time. The merchant claimed the amount next day due to which I have paid through cash. As far as letter is concern, I can also provide a letter that the merchant is lying because the payment is already given by cash. 2. Cash receipt : Bank has asked me to provide the proof which I have already given them but they are not accepting it. In the bill, the merchant has already written that the payment was given through cash but now it is denying for the same. I have asked bank to ask the merchant to provide a proof of cash receipt which is given to customers but bank has failed to do so. I am referring this case to you because I would like you to review it and provide a justified answer because I am not happy with the justification of the bank. The bank is biased towards merchant and I would request you to provide your resolution on the same.
I want bank to reverse the charges as I have already made the payment through cash.
