Aircel Pre-paid Mobile Balance Reduced to ZERO

Dear Sir, I am using Prepaid Aircel SIM past few years.My No is 952XX91952. My SIM Validity is 7th Feb 2017. Now, I am Staying on Roaming, So i have few weeks not inserted That SIM to My Mobile.Suddenly Aircel Company Deducted My All Balance.I Already Registered Complaint (13/June/2015) to Aircel Customer Care.They are Said We will Refund Within 48 Hrs.But I not Receive any Refund.Again I Said Complaint on 20 June 2015, They Said Same, Will be refund 48hrs. But Until I am not Receive my Balance Amount. Can you Please Help Me.

Now i want My Balance Refund and with Interest and Penalty also. Please Help Me.
