Airtel – non refund of paid amount for broadband connection

i had booked a broadband connection on 19 sep. 2013. and i had paid Rs3100/- in advance for broadband plan 2MBPS speed for six months. but airtel officials said to me we don’t give your this plane due to some technical problems. i have take another plan and i have paid (another) Rs500/- in advance. And connection was installed. But right now i don’t receive any refund of Rs.3100/-. I have contact to local authority they said to me your refund sent to your house by post. but i don’t received any refund. Then i sent e-mail to customer care on 26 dec. 2013. And they said to me it’s take some time. And they sent a e-mail to me that your refund cheque sent to your add. But right now i don’t receive any refund cheque. And many time i sent e-mail to airtel customer care. But they don’t give valid reason for non refund Of refund cheque.

I WANT MY MONEY BACH IN THE FORM OF CHEQUE
