Airtel Not Refunding Money nor Talk-Time

I had recharged my mobile for rs. 249 to get the full talktime through internet, it was unsuccessful and it was recharged for 3g plan automatecally . Message delivered to me is “recharged successful for rs.249:00. Talktime credited: rs 1.00, processing fee: rs 220.61, service tax: rs 27.39”. But after discussion with airtel customer care executive mr. Nandish, supervisor ms. Laxmi and manager mr. Siddharaj, ms. Laxmi ask me to use the 3g plan and get benefited for 1 month but as i recharged only to get talk time. When i put forth to get the complaint no. Nandish and laxmi are unable to give the complaint no. I asked laxmi to get me connect with manager as i am dissatisfied for justification given by nandish, but forcibly laxmi transferred my call to nandish. And after continuous talk nadish connected to siddharaj the manager but here i didnt got the correct solution for rs 249.00 talktime/ refunding. From airtel i got the complaint no. Cbnra20730021063 registered on 30.07.13
