Bank of India – Forced closure of FDRs – Review

I am a defence pensioner with my pension acct with BOI since Feb 2009. In Aug 2013 Bank Manager informed me an over payment of Rs 15 Lacs in my acct and asked me pay it back with interest. As per para 103 of Defence PPI 2005 revised in 2013 if any over payment is detected after 12 months the bank has no other alternatives but to report the matter to PCDA (Pensions) Allahabad.But the bank got all my FDRs valued at Rs 19 Lacs forced closed and appropriated complete amount instead.

That the bank must restore my FDRs forthwith. That the bank report the case to PCDA. That PCDA investigate the reason for such an over payment and why it was not detected earlier despite having elaborate instructions in Def PPI. If the over payment is confirmed PCDA initiate action against the concerned officials and to recover it from me in installments without any interest.
