BSNL Broadband Excess Billing

I had been using BSNL Broadband for over a year using the unlimited plan. In 2014, due to a family emergency, I had to leave town for an extended period. I called up the customer care to ask to surrender my connection or keep it in safe-custody. They advised me to switch to the lowest rental plan (~600 per month) to which I agreed. I was back after ~2 months and forgot about this, in some 15 days I got a bill for a whooping Rs. 8775. I was sure it was an error, and went to the BSNL office to sort it out, they told me it was an unlimited plan and offered to settle for half the money. It was definitely a lot of money but I thought it was my mistake that I didnt pay attention and I settled for Rs. 4500 and changed my plan. I also told him that I had to leave town again for a month as I had things going on in my personal life. Next month, I got a bill again for more than 8000, I had to leave town again and I called the BSNL office and they told me it was remnant of the last month usage. This I found totally unfair to be charged twice for the same mistake AFTER I had settled by paying an already huge amount. I returned to town after 2 months and by that time my line was disconnected. Please help me sort this, I am convinced that this is very unfair. To charge 8k a month for internet due to a mistake and that to twice after I settled once is totally unacceptable. I tried contacting the SDO but got no response.

All this happened at a time when I was going through a bad time in my life. I have already paid a hefty amount for a mistake that I dont think I should have been charged for. On top of that they charge me again and Rs. 8000. I got a message today to appear in court today to settle.
