BSNL Broadband Frequent Disconnections issue

I am using BSNL broadband services for almost 2 years. During which many times I faced issue of disconnections. Sometimes it lasted even for a month. I have earlier complained them many times even on email to compensate against the bad service I have been receiving, as when the line remained disconnected, they still charged me full. Due to which I had to change the internet service provider and not using BSNL broadband anymore. I was still charged/billed with huge amount as balance even after no usage. They are now threatening to file a civil suit as well as criminal proceeding, if I do not pay the bill.

As I have not being using the BSNL Broadband services for last 3 months, the bill against the same to be cancelled with a complete clean profile and the remaining amount (for the bill that they charged earlier even after service disruption from their end) to be compensated back.
