BSNL greviance

I had taken an EVDO broadband connection in its initial launching period. the bsnl authorities too were not aware of the features, application process etc of then launched EVDO. Initially i was told i would get roaming facility with the portable EVDO. But after taking the connection I realised roaming was not available. I lodged a griveance in the BSNL website and also talked to the Area Manager, at BSNL, Ernakulam, kerala and he said he assured me he would transfer my connection to Calicut in Kerala, so as to enable me to access data at my place of work in Malappuram and also when i am home at ernakulam. but nothing happened. later after 3-4 months I returned the instrument and disconnected the connection and also received the receipt of acceptance of the instrument by SDE bsnl. but again the BSNL send me bills regularly and also they have sent be letters intimating that they would initiate revenue recovery. All my representations sent has not been either seen or considered and they keep sending bills and also revenue recovery threatenings. It is indeed humiliating and causing large amount of mental torture.
