BSNL – over charging service stopped due to non payment of bill

I am a BSNL UNLIMITED data plan (FMC 700) holder, my mobile number is 9445296210 and a/c number is 512968367. I created an account in the BSNL web portal (http://portal.bsnl.in/portal/aspxfiles/login.aspx ) to view my bills and pay the amount. The bill with the invoice number 798757918 for the billing period 01-SEP-13 to 30-SEP-13 was downloaded from the web portal on 10th October 2013 and paid the bill (Rs 708, Receipt no : 888885679995 ) through online. The bill and the receipt are enclosed for your reference; there is intimation of change of plan in that invoice. On 5th November 2013 I down loaded the bill with invoice number 801880162 for the billing period 01-OCT-13 to 31-OCT-13 and paid the bill (Rs.494, receipt no: 888885909404) through BSNL web portal. On 10 November I found that I could not use the service and made a complain to BSNL through 1503, but the problem was not solved and I did not receive any communication from the BSNL. So I again made a telephonic complain through 1503 to BSNL on 11 November 2013. On 12 November 2013 I received a call from the AE, BSNL and informed me that the service was stopped due to non payment of bill. I replied that I paid my bill on 5th Nov 2013. For which the AE, BSNL said the service is stopped due to over usage of data i.e. around 23 GB and I have to pay the amount of Rs 22000/- approximately in the bill which will be generated in December. I said the official that I am using FMC 700 plan which is unlimited data usage, for which she replied that the plan was changed last month from FMC 700 to FMC 501 automatically. I enquired “how they could change my plan without intimating me?”. The official replied that it was intimated through a SMS, intimated in bill, and also in leading newspaper. I asked whether there is any possibility to wavier the amount for this bill. The official informed that she do not have the authority to wavier the bill. On 13 November 2013, I emailed an complain to GM mail “ gmo_tn@bsnl.co.in “ as given in TRAI website. The mail was undelivered so I again searched various websites and at last found a email id to sent my complain and emailed the above content to GM O TN Circle “ gmo.tncircle@gmail.com” . I received a reply mail stating that the complaint has to be sent to CGM Chennai on “cgm_chennai@bsnl.co.in” . I forwarded the complain to the mentioned email id on 13 November 2013. I also received a reply from Sr.GM(NWO-CM) through “ gmmobile_chennai@bsnl.co.in” stating that “your mail has been received and action is initiated to redress your complaint. Assuring you our best services.” I did not receive any service in this regard but again a bill was posted in the web portal on 10 December 2013 in the web portal (invoice number: 804866610, billing period 01-NOV-13 to 30-NOV-13, bill amount Rs 18972).
