Cibil – Unable to provide service within prescribed time and not even refunding money

Hello, I have applied for my CIBIL report online dated 14.01.2014(11:48 AM), paid Rs 470 online and as per their requirement it got authenticated as well. Their website says report would deliver within 24 hrs. I have not yet received it even after multiple conversation over email and calling customer support. Every time they give excuse there are technical issues running and report would deliver within 2 days. I asked for refund but they denied. 1) I want my cibil report asap. 2) I want my money back as Cibil is unable to deliver service within prescribed time frame. 3) Consumer court must ask for a compensation as i have wasted my time for communication with them
