Citi Bank – investigation conducted was not fair

I have tried to withdraw 2000Rs from Kotak ATM on 26th Mar 2014 located in Bangalore(Transaction Ref No.338458). But the ATM was dispensed only 300Rs. After that I have called Kotak customer support and they directed to contact Citi Bank. So I have contacted Citi customer and explained what happened and lodged a complaint. In turn the bank has temporarily reversed 2000Rs and mentioned that they will conduct the investigation on this matter. Now today I have received a call saying that the money 2000Rs was withdrawn by me and hence told me that they are taking the 2000Rs back. I am so much confused about the Citi bank service. The investigation conducted was not fair and not conducted properly. Please look into this matter with high importance. Never expected such a service from at least Citi bank.
