Reg Complaint for not restoring my datacard (Data Card Number 9371637044)

I submit a complaint on Reliance data card whose payment was made on 10/3/09 but it was not restored upto 30/3/09

Details
My Data Card Nm:- 9371637044 was not activated despite my running from post to pillar i.e Reliance Web World at Shivranjanni Chowk Ahmedabad .
The staff at the web centre has been very cordial and co-operative but that does not replace my loss to value for money.I paid Rs 1000 vide receipt No S127371524 date 10/3/09 but my data card was not made operational .

I paid Rs 4500 about 6 months back to get this wireless data card but it was not restored despite payment was made on this datacard on 10-3-09

When I visit the web centre they make a complaint on line to their seniors/field staff but in vain

I visited web centre 10 times during this period but in vain

I then finally was frustrated and instructed to terminate my data card and refund me hardware and advance paid charges as no services were provided for no fault of mine.

I request to lodge my complaint and get me refunded Rs 4500+1000 total 5500 for no services

I think reliance communication should be directed to pay value of money.
