Debit Card Transaction failed Passport Seva, No Refund

Dear Sir, I have submitted the following application on 06.01.2014, i made a payment through Indian Overseas Bank Debitcard, i have got debited Rs.1512.75 with transaction DETAILS MOPSOTHRCARD -VIDO61 611014010 but showed error, transaction got failed after that i have made a payment through another bank debit card its got sucess, But till now i didn’t get my money return for failed transaction. Transaction Details Transaction Id :MOPSOTHRCARD-VIDO61 611014010 date of payment :06.01.2014 ARNo (Application Reference No.) :14-1000170915 Name of the applicant : DIVYA SAILAKSHMI NAGUBANDI Payment Status (mandatory) : Failed Bank Name :Indian Overseas Bank and they have given the following SBI CUSTOMER SUPPORT NUMBER telling that that transaction will take care by SBI CUSTOMER SUPPORT nobody is lifting or it seems to be engage SBI Customer Care Support Team, New Delhi Main Branch. Phone: 011-41561114 and after few conversations they have given the following answer through mail, i have mailed all passport officials no body is responding. “Our work is limited to the processing of the payment and we have done that and “We also confirm that the payment received against your transaction was credited to the Account of the Ministry of External Affairs. You are requested to take up the matter directly with the ministry”.
