ICICI, Bank: someone has withdrawn Rs 12400 from my account through internet,

Dear sir, I am staying in Abhay Nagar, Mayapur, west Bengal presently. My account is with ICICI bank ghatkopar branch as I worked in Mumbai till 2012. On 24 th june 2013 someone has withdrawn Rs 12400 from my account through internet. I complaint to ICICI bank customer care immediately about the theft.Customer care department is not giving any assurance whether I will get my money back or not. I requested ICICI bank to take immediate action and help me to get my money back. But later i received message from ICICI bank that dispute is released in bank’s favour as transactions were 2nd level authenticated with 3D secure pin. So they cant do anything. If it is so then what is the use of their investigation? Since it is evident from my complaint that fraud transactions has been done and this cant be done without 3D pin. If ICICI cant provide complete security, why maintain such facilities. I am ICICI customer since more than 10 years. What kind of security they are providing me. I demand return of my money which is the responsibility of the bank. People deposit money in bank for security not for theft. If some one robs a bank, is it not banks responsibility to return money of customer? I am not at all happy with their service. Please help me.
