IGL team – not provided me bil

IGL team has not provided me bill from the last Aug’ 13 and always they have always provided me a bill on estimated basis(negative amount). after registering a complaint in the month of Nov’13 they have not given me a bill but after 2 months (Jan14) i have received bill that shows bill is till 26 Nov’ 13. where is the bill of Dec & Jan and they have charged me for 120 units in which they have charged some units in higher cost slab as they have send me one complied bill for 4 months. Where is Customer’s fault that he was not received his bill properly and why should i pay higher slab cost.

i want that my bill is rectified as per my montly usage that is not more than 10 units in month and need proper billing cycle on which date my bill is generated and to whom i need to contact if bill not received or generated.
