Indian Railway – tickets not confirmed delay in refunding the amount

This is to inform you that I had booked train tickets from IRCTC on 9th December’13 for my team’s journey on 27th December’13 from Guwahati to Sealdah (Train Number: 15658 – KANCHANJUNGA EX) – (PNR No: 6621155445). Out of the 6 individuals booked 2 got RAC and 4 were in waiting, as is the general understanding is, in case you have booked a ticket online and the tickets remain in waiting and do not get confirmed then the amount is automatically refunded in your account. I was waiting for the refund for a few days however when there was no refund then I called up the chargeable contact centre (011 – 39340000) and enquired about the same, the communication I received from them was, I had to submit a TDR within 2 hours to be eligible for the refund and since I had not submitted this I am ineligible for refund !! post me expressing my strong displeasure the executive asked me to file a TDR which I filed immediately on 31st December’13 (after having unsuccessfully waited for refund for these many days) only on 10th January’14 I got a reply that I had exceeded the time limit of filing the TDR. Now this is completely unethical on part of Indian Railways that you are not refunding me my hard earned money for which you gave NO service what so ever. No where in the ticket is it mentioned that I have to file a TDR within 2 hours in case I have few tickets in RAC and few in waiting in the same lot. My team members had a hard time returning back since they were unable to travel due to non booking, they spent extra in lodging/fooding and came back the next day with a lot of hardship. Now after facing so much of hardship and trouble, amount is being deducted for something for which no service has been given !!!!!!!! How ridiculous is that????!!!!! You are charging me for something which I have not got anything in return for ? Is this right? Is this ethical? In the Train you write ‘This train is yours, take care of it’ and this is what I get back?????!!!!!!! What was the expectation here? How will I find an internet connection at 10:30 p.m. so that I would file an TDR (I do not have internet connection). I had a tough time in itself arranging for my team members stay and subsequent travel, I was not even aware that this needs to be done!!! Would I want to lose money myself ??!! No SMS sent to me sensitizing or communicating that deduction would happen, forget sms, the TT did not even once mention that. Nothing !!!! This is cheating, you are wrongly deducting amount for a service for which you gave nothing. Why would I want to lose my hard earned money and spend more money arranging for fooding/lodging and not file a TDR. Do I want to spend more money? Give away Money like that? I did not do it since I was not aware and from Indian Railways you made sure that customers get fooled into losing their money. This is simply not expected of a Government undertaking.
