IRCTC Not Giving Full Refund for Delayed Train Departure

Sir, I have an issue with the refund provided to me after approving TDR for IRCTC train being more than three hours late. I booked an eticket for three passengers (myself and my colleagues) on train No. 16127, MS Guruvayur Express (PNR Number 4502511632, date of journey 14/11/2013, journey from TVC to TCR, confirmed ticket at the time of booking itself). The scheduled time of departure for the train from TVC was 11:40 pm. However, train no.16127 was terribly delayed that day, and eventually managed to depart from TVC at 3:12 am on 15/11/2013, about three and a half hours after scheduled departure. Since my colleagues and I couldn’t afford any delay, we had to forgo the train journey, and had to avail the use of a taxi at night, paying double the daytime tariff. I filed a TDR as soon as it became clear that I wouldn’t be able to suffer a three and a half hour delay. The TDR was raised sometime before 12:30 AM on 15/11/2013, long before the actual departure time from TVC.

The TDR reference no. is ekt2013111510108946 (zone SRTPJ). The TDR was approved and I got a refund to my bank account of Rs. 705. The ticket charge was Rs. 1410. I got only a 50% refund, though the railway refund rules explicitly state that eticket passengers are eligible for full ticket value refund in cases of delay more than 3 hours provided the TDR is filed before the actual departure. For faults that are none of mine but entirely attributable to the railways, and in clear contradistinction to existing rules on such matters, the railways has denied me 50% of my refund.
