IRCTC – wait listed tickets are non-refundable

I had booked ticket for my wife and kids to travel. The ticket was wait listed. I was hoping that the ticket shall be confirmed. Unfortunately, the wait list remained the same condition. Even though we travelled to station, they had to pull back. When I try to cancel / file TDR, the message popped stating that the wait listed tickets are non-refundable. This is outrageous. How can they siphon such funds as non-refundable, if we couldn’t travel due to Railways not accommodating room for travel. If this is for me, what about all those who could not travel if they had wait listed. This is equivalent to swindling of funds by the Government that was supposed to serve. This practice shall be immediately curbed and those collected costs be refunded. This is my humble request. The government shall function for people and not on making money by illegal means.

Refund for self and immediately curbing this practice.
