Jio SIM Account Balance Exhausted on Activation

CUSTOMER JIO NO : 8770873539 i purchased the sim from the Reliance my sim was activated on 4-OCT-2016 and on that only after using the SIM the message was displayed on my Cell phone that “YOU HAVE EXHAUSTED YOUR ACCOUNT BALANCE / CREDIT LIMIT” and after that when i was calling on ur helpline customer care no @ 1977 or 199 they are not attending the call so please activated the data service on my JIO no “8770873539”

I bought a Jio sim on 27/09/2016. The retailer told me that the sim will get activated within five days, But it took more than 10 days. Can i know the reason, why it isn’t activate. Coupon 55531917128. I am expecting a feedback immediately.
