MTNL – Phone suspended temporarily poor service from care centre

This is regarding MTNL Dolphin mobile number 9968664117. I had converted from postpaid to prepaid connection on 17-Jan-2014. The account was converted and worked fine for a few days. From 9:00 AM on 25-Jan-2014, I could not make or receive any calls. When I tried to make calls, I got the message “Phone temporarily suspended”. I called the call centre (at number 1503). They said that the documents need to be verified at 1508. I called 1508 and they verified the documents and told me that the phone would start working in 30 minutes. It has been more than 36 hours. My phone is not working. Is this a standard procedure in MTNL that you activate a connection and then suddenly disconnect it so that the customer calls the call centre to check what is the problem? Why can’t MTNL call the customer for verification?

I want a compensation of Rs 5000 for the inconvenience caused. This 5000 can be given in the form of recharge of the prepaid number.
