MTS data card – Not getting promised speed

Hi, I am chetan singh naruka, having MTS postpaid data card.Below are the details Name : Chetan Singh Naruka Number: 8459616xxx Location : Sector 10, Gurgaon (Delhi/NCR) – 122001 Plan : 550 unlimited, 10GB ( 5GB day + 5GB Night) Speed : 1 MBPS to 9.8 MBPS Issue : Not getting 3g internet speed When I applied for the new connection then Sales Manager said that i will get internet speed of 1 MBPS to 9.8 MBPS and in Gurgaon it would be around 4 MBPS. But from day 1 to till date I did not get even minimum speed (1 MBPS), Always my internet speed is less then 0.70 MBPS. When I spoke with Customer executive ( Reference No : dec66629) then he said that per plan my internet speed should be between 0.780 to 9.8 MBPS. Now I have one question, Who is correct ? your customer executive or sales manager ? But answer is both are wrong this is the best example of UN-PROFESSIONALISM. MTS is making fool to your customer. As per plan i should get internet speed of 1 MBPS to 9.8 MBPS but unfortunately i am not getting. From yesterday i am calling to the sales manager but he is not picking up my call. I think he achieved his TARGET to increase head count.Now he does not care about the customers. He just think about count not customer. I would be grateful, if could work with MTS team and check network issues near to my home so that i could get good speed. Enclosed all the documents which helps you to track my records.
