MTS MBlaze Billing on Unused Wi-Fi

I took a new MTS WIFI connection on 02-28-15 and my Data Card # is 864XXX65801. I had connectivity issue. I was unable to connect to MTS for two days. On March 2nd 15, I raised a complaint with the customer care (Complaint # MAR/377) they said some engineer will visit my home to resolve the issue. For the next two days whenever i called customer care, the only answer i got is my issue is under investigation and some one will visit my house for resolution.

Because of the connectivity issue i was unable to work from home. So i raised cancellation request on March 5th 2015.(My cancellation request # is 4804200) it was processed on 9th March 2015. I requested for a refund for the MTS Device from Appellate.tn@MTSIndia.in which was rejected. Then i received a bill for Rs 337 when i asked the customer care regarding this bill they asked me to ignore it however now they also want me to pay the monthly bill of RS – 337 for service which i was unable to use because of their network issue. I also did try to explain that i was unable to use their service however, iam receiving daily emails and SMS asking me to pay the bill amount.Help me resolve this issue.

Need refund for the device (Rs 1200) and i should not pay the bill (Rs 337) generated for the service which i was unable to use because of their network issue.
