MTS MBlaze Speedtest Chennai

Based on the commitment form the sales executive saying that the service swill be be super and 3.1 mbps speed will be available always and i bought the MTS MBlaze datacard online. After first 2 days usage i called up the customer care and raised the concern that committed speed of 3.1 mbps and receiving 80 kbps they said after 15 days the speed will up but its not happened and i have done multiple complaint but hey are not ready for discounting of my bill or giving any solution.

For every month billing cycle the followup is very vigorous but with respect to complaint solution no action taken till today and there is no followup is also there. I want the bill to be discounted based on the speed or rather give me the speed as agreed.
