MTS Mblze – Speed issue not resolved

I am availing MTS services from past 4 years. On 25th of august I purchased new postpaid device i.e. MBLAZE ULTRA no. 9137382083 with unlimited plan 999 for 40gb on my name Chitranshu Mishra. For few days there was no problem with the speed as such but from past few days I am having great problem with the speed. Just before few days I complained to the authority [complaint no. JAN/5286] but they said the problem would be resolved in 22 hours it was not resolved and speed issue started to continue and today i.e. 22 January 2015 I am getting message that your problem has been resolved. There are many complaints which I have done to the authority regarding speed, you can also check. NOV/201, NOV/3898 and JAN/5286. All my complaints are related to speed issue only. If MTS is promising speed up to 9.8 mbps. Does that mean customer should be getting downloading speed of 50-60 kbps?
