MTS – No network and improper service

I got a MTS Ultra Blaze 9.8 MBPS datacard from a dealer for Rs.2300 on 7th Dec. He promised me that the datacard will be active within 24 hours. But it didn’t. After several follow ups with him, the datacard was activated 5 or 6 days later. Then, when I connected it to my laptop, there was no signal at all. I couldn’t connect to internet. The reception was intermittent. One day I decided to work from home relying on this internet, but since I couldn’t connect, I had to take off. It created lots of stress for me. Then I called the customer care. One technician from MTS technical center came to my house and told me that there is no signal in that area. He said he will inform the MTS team about the same. Later, I got a call from MTS that this will be resolved in 15 to 30 days – they will install a booster/antenna near by my area or they will refund the money. The customer care rep told me that she/he will refund the money if it is not working. Also, the data card was deactivated as per my request since I don’t want any billing to be done. In addition to that the customer rep promised me that the billing will be waived off since I couldn’t use the internet. Now, for last 10 days I am getting a message that I have to pay the due to MTS (Rs. 685). I reached out to the customer care yesterday (19/01/2014) to check the status of antenna/booster installation. I didn’t get a positive reply. They asked me wait again. In the meanwhile the manager from the technical team told me that I have to check with the billing team for the due and also he said that I have to pay it. This is absolutely ridiculous. Each time I connect to MTS call centre I spend more than Rs.15 to Rs.20 to explain them the issues. I would have called them more than 10 times in that last 1.5 months. Can you please resolve this issue? Please let me know if you need more details. More details: I got the MTS card from a person called Lokesh (9150510303). He is not reachable at all now. My MTS Data card number is 9150980998. The MTS Manager with whome I spoke on 19th Jan is VARUN. I am residing in New Perungalathur, Chennai. 600063. Please help

I want a refund of the amount I paid or I need a good signal in my area for using MTS.
