No proper STP / Entrance – Apartment Complex

I bought an apartment in Bangalore and got it registerd in my name in Dec 2008. At the time of registration the general manger of the company had assured me that the STP is working and had even collected Rs 15,000/- as late payment charges.But after moving in, I found that the STP was not working and the dirt water was pumped out into the adjoining compound facing my apartment.This caused a lot of inconvenience with intolerable stink and mosquitoes . I raised this issue many times with the builder . Nothing was done about the same till around June 2012 when they made it half functional. Till today the STP is not fully functional and the drainage water continues to be pumped out into the next compound.The association has not been formed yet as there are many issues to be solved and the builder continues to collect the maintenance charges. I have informed them that I am ready to pay the charges only after minusing the amount they took for a nonfunctioning STP. The builder is not reducing the amount and threatens to withdraw services for nonpayment.Also there is no proper entrance for the apartment and no fireengines, ambulances or larger vehicles can come in into the inner blocks .Also no khatha has yet been transfered. Kindly advise on how I can proceed further.

The value of my apartment or a proper STP , entrance,khatha transfer and return of the amount collected for a nonfunctional STP(charges incurred for pumping/chemicals) as part of maintanance charges.
