Non-supply of Kerosene under public distribution system(Rationing)

Myself along with my family members have been deprived from due Kerosene quota from the week 2544 & 2545 under Public Distribution System from the shop CKS-303 run by Mr. Rupam Sarkar & Uttam Sarkar, 37B, Guruprasad Chowdhury Lane, Kolkata-700006. The shop remain closed most of the days, though the scheduled time of opening is 7 hrs. to 11 hrs and 15 hrs. to 18 hrs from Sunday to Saturday. Sunday is half day closed and Monday is full day closed. Our kerosene quota was last given only on 21st September, 2013. Thereafter Only On 9th October, 2013 the shop was opened and when I reached there at 9-30 hrs to draw our kerosene quota I was told that the Kerosene allotted by the Government has already been exhausted and I was asked to attend on 10the October, 2013. I attended the shop several times between 7 hrs to 18-00 hrs on 10th October, 2013 but had to return back due to the closure of the shop. According to rule the kerosene shop must be opened in the scheduled hours as directed by the Government of West Bengal, but the shop owners open their shops at their whims. No receipts/cash memo are being given against the price of kerosene of a litre i.e. Rs. 15.50.

My quota of kerosene may kindly be given back with a imposition of exemplary fines on the shop owners so that they maintain regularity in doing public service in the future.
