Online Contest to Win Mobile – Not Refunding Money

I had paid Rs 4999 on 5 February 2013 (at 10:55:08 hours) for participating in a on line contest when I was assured that there will be easy refund. (Merchant Reference Number : 8569272, EBS Payment ID : 14316554). However, there was no intimation of the result of the contest and after waiting for reasonable time when I wanted the refund it transpired that there will be no cash refund but I will have to buy products from their portal. When I wanted to buy something worth more than Rs 2499.00, the portal did not allow me to utilize the entire amount from my available balance. This means they were allowing adjustment of only up to 50% of available credit balance. Accordingly, I placed order for a Samsung Hero Mobile (Model E2232) at a cost of Rs 2426 on 27 February 2013. But the product was not delivered for more than 6 weeks despite innumerable follow up over telephone and e-mail. The standard reply was that the product was not in stock. After lot of efforts, the product was delivered on 17 April 2013. I still had Rs 2573 lying in credit balance with them. When I wanted to use the same again they were not allowing me to use the entire amount at one go. They did not allow to use more than 50% of the price of whatever product I chose. Ultimately, when I contacted their call centre, the person arranged to book order for a set of Creative Amplifier Speaker Sbs A35 0n 05 June 2013 at a total cost of Rs. 792.00 leaving Rs 1781.00 in credit in my account with them. But again the delivery is not taking place and they (call centre personnel) are telling me that the product is not in stock.

They are now refusing to reply to my e-mails after I contested one of their mails saying that the order was placed on 22 June (and not 05 June). Finally, at my insistence, they agreed to cancel my order for Speakers and refund the entire amount of Rs 2573.00 lying with them. This was intimated to me by their mail dated 17 July 2013 when I was informed that a refund order has been issued. Unfortunately, I am yet to receive any refund. They are holding on to my money (balance remaining from original Rs 4999 paid on 05 February 2013) which I paid for participating in a on line contest, by refusing to allow me to use the entire amount at one go, every time or sending refund.
