Reliance 3G Data not Activated Sent Huge Bill

On 17 Oct 2013, i spoke to the Reliance Communications consumer service., to activate 1 GB 3G data plan and availed an assurance to get the plan activated within 24 hours. Hence i am suppose to be under the plan since 17 Oct 2013. Unfortunately 14 November after the bill generation of billing date, i found VAS(Internet) charges of Rs 648.00 for usage. I therefore spoke to the concerned person on 19/11/2013 and found the activation of the pack was done on the ongoing month, not on 17 Oct 2013. If it is mistaken who should take the liability ? The company do have the record details of every conversation i made. Does is goes with a sound brand like Reliance ?
