SBI – Forced to take legal advice

Sir I have applied for home loan from SBI Rajendra Nagar Branch Patna, My loan application has been processed and I got an SMS from RACPC Patna that your loan for Rs 20.66 lakh has been sanctioned please approach RACPC Patna for document processing. I approached RACPC Patna on 5/11/2014 and met Chief Manager Mr KUMOD Jha he told me go to Advocate Mr Rajiv Ranjan Tiwari or R R Tiwari for Second legal opinion. When came to Mr Rajiv Ranjan Tiwari he was unable to speak as he filled his mouth with Gutkha. Any way I told him about legal opinion as he began to speak Saliva mixed with Gutkha droped on my loan document I felt uneasy and told I wont get legal opinion from you Then he approached to Chief Manager Mr KUMOD Jha told me you will have to take legal opinion from Mr Rajiv Ranjan Tiwari or R R Tiwari only if you have to get loan and wrote name( Mr Rajiv Ranjan Tiwari or R R Tiwari) on my loan document I am amazed that how two persons can decide that I could get loan or not and an advocate can behave like this in an organisation. I am also a govt employee But having no way I again approached to R R Tiwari he told me that I must pay extra other than legal opinion charge to get that loan. Now I want to know that if I am able to pay extra then what is the need of any loan and how an advocate in a such esteemed organisation like SBI can behave like this (Chewing Gutkha) and only two persons can decide everything that to whom the loan should be granted.Some people told me that its their business to give trouble to borrower to get extra Please help me and punish that ridiculous fellow and grant my loan.I gave written complaint to CGM SBI on 8/11/2014.I want to know that any advocate in sbi panel can give second legal opinion then why I am getting compelled to get second legal opinion from a particular advocate only? I want to know that in master circular of RBI it is not mentioned that a customer should not get second TIR in case of loan upto 20 lakh and second legal opinion is not mandatary Then why it is applied in my case? To give trouble to me or compel to give bribe? I booked a plot from owner by paying his 500000 and it is almost three months passed. Now land owner is telling to get land registered at the earliest otherwise I will sell it to others and seize my money.

To get loan disbursed at the earliest or pay me Rs 500000
