Sulekha.com – Ignorance of refund of failed transaction

I had posted an advertisement on sulekha.com last month. Property ID is 1555807. It was a free ad. Then i tried to upgraded it with Rs.399 package on 04 May 2014 . I follow the process to upgrade it, and i did payment using my SBI net banking. The first 2 transaction got failed, while the amount got deducted from account. The transaction ids for these two failed transaction are IGT9153938, IGT9156029. I called up the customer care, after so many tries i was able to talked to their executive. But he could not helped me out. He gave me a number of concerned department. I called up and let her know the entire scene. She told me that, she will give me call after 1-2 hours. I did not received any call from her till the end of the day and the very next day. Next to next day once again i called her up. She told me that she had raised the issue to account department. I asked her for any acknowledgement for my future reference. She told me that once she will get any update from account department, then she will let me know. I asked her what would be expected day to receive the update from account department.She told after 3 working days. So i waited for 4 another working days. But i did not received any call back from her. Once again i called her up get any information on this issue. She picked up the call and told that, it will take another 21 days to get it refund. I once again asked her for any acknowledgement, but she was not able to give me any acknowledgement

I need my money( Rs. 399 + Rs. 399 ) back as soon as possible along with compensation for mental harassment that I have gone through.
