Serious Deficiency in Citibank Credit Card Services

Citibank had disconnected by services on above credit card without I being aware of the suspension of my services. All my past credit card bills were paid on time by due dates. WRONG INFORMATION BY CITIBANK TO CIBIL

I had used a Citibank credit card from 2003 to 2005 when I was posted in College of Military Engineering.
That card is still active as per Citbank and has a balance of 38 Rs.
I have applied for a housing loan in LIC nad HDFC which has been turned down because they say that there is a CIBIL report against me of about 3 lakhs outstanding.

Harrasment by caller from 01145546703 (Delhi)identifies himself as vipul gupta from citibank

I had registered a complaint against the same person yesterday and I am yet to geta follow up. However inspite of obtaining the settlement paper this person who identifies as vipul gupta and calls from 01145546703 behaves in a very haunting and incorrigible manner.
