TATA Docomo Slow Speed Modem constantly hangs

Dear Sir, We had activated the TATA docomo internet services at our place on 10th Nov, 14. I had taken an internet connection and was recommended 1mbps unlimited plan for Rs 2700/-.I was extremely disappointed with internet connection as the speed was too slow & the modem use to constantly hang I had to switch it on & off twice a day. Hence on 25th November, I put a request for discontinuation of internet services to Tata docomo. From 10th Nov, till 25th Nov, the usage of internet was nil as the modem was not working. I had informed the TATA Docomo regarding the same. The Tata docomo is charging me for services which I have not used it at all. Rs 2000/- they are charging for static IP as annual charges & the rest amount is for prorated bases for internet services. Total amount they are charging me is Rs 4010/- . Since I have not use the internet at all I am not liable to pay them. They are constantly bothering me for payments.

I would want the internet charges to be waved off completely as I have not use their internet facility.
