Tikona broadband – Excess payment no refund

I applied for Tikona broadband services in Apr-14 for my Chennai address. The connection was setup post their technical team did assessment and confirm feasibility of connection to me. This was done on cost of 3 months advance rental plus installation charges and taxes and total amount was summed up Rs2950 which was paid in advance. Right after installation, I started facing connectivity issues on which Tikona sent their engineers and confirmed that the connection was not installed properly hence re-setup again. I continue to face connectivity problems hence used to call their technical support for resolution however their responses was very poor and finally after a months time after escalation to appellate team, they confirmed me that they cannot continue with connection since they have network problems in my locality hence would like to refund me in full. I agreed on this however same time their team again came back to me saying they have fixed the problem hence I can continue with it. After this, I continue to face problems hence finally opted for disconnection on 28-May-14. The connection was uninstalled on 29-May itself and Tikona person gave acknowledgement of return of their asset the same time. Till date, I am awaiting my refund of excess payment and I see no sign of this. Whenever I email them, they don’t respond. When I call their contact centre, they always give commitment of another 15 days wherein their policy on refund says within 15 days of disconnection.

In total, I demand Tikona should pay me Rs.1,28,000 (approx) to cover damage of my business, mental illness I had to suffer and delay providing refund to me which is still awaited. Tikona should also pay me Rs.1,00,000 for mental harassment they did during this entire procedure. I was depressed with the way I was treated. It was traumatic when after waiting for 40-50 mins, their customer care people would disconnect my line and then I had to call again explaining same thing to other advisor. I also want Tikona to cover my loss of Rs.25000 which I would have earned through my e-com business which I had to suspend during this time. I also want Tikona to refund my excess payment in full (including installation charges) because they could not provide services to me and it was not my fault. They should also provide refund with interest at the rate of 12% on this amount plus the losses I incurred on my business.
