Tikona Payment Harasssment

Dear Sir I have subscribed for Tikona internet in March 2012 and after two months of usage ,i have shifted my residence on May 31 2012. I have mailed the tikona customer care(Mumbai) regarding the same and requested the connection to be shifted to my new residence. Later a local service team visited my new residence and informed me that there is no nearby access point and so connection shifting is not possible. Later, i kept on receiving calls from tikona for payment dues for which i don’t have connection. This situation has come as local service team has not conveyed the situation to Mumbai office. Later i mailed the situation to tikona care, from where i have received a mail stating that they are processing my request and they will refund the advance amount after deducting some charges and i haven’t received any such amount also. Later i was not contacted by any tikona person. But Today i have received a call from a person stating herself as a legal advisor (from Delhi Tees hazare court) to a lawyer and my case is ready to be filed as a defaulter and needs to be settled .She advised me to pay Rs 1200 to avoid legal proceedings and that too i have to attend in Delhi court if summoned. I told her that i am having mail from Tikona care as proof for my disconnection. Tikona has created lot of mental tension and please advise me how a consumer complaint can be filed against such cases and how to proceed further.
