Respected Sir, We, Dr Dibyendu Roy & Sri Tanmay Jash had submitted a loan proposal of 18 Lacs under “Doctor’s Plus scheme” to SBI, BHATAR branch , BURDWAN, WESTBENGAL( BRANCH CODE-02022) on 25/07/13 for buying instruments for our establishment , “Sebalay policlinic & diagnostic center”. A long time have passed after submission of that loan proposal. Moreover the loan( of 18 lakhs) proposal was under ” Doctor plus ” scheme yet we submitted the Deed & mutation paper of a two storied building of my partner at Bhatar bazar as “mortgage” as per direction of manager of SBI, Bhatar branch, yet the manager demanded the “LIC certificates” of my partners & mine for assignment. We submitted our LIC certificates for getting the loan without any hassle. But still now we are in total darkness about the fate & status of the loan. On 07/10/13 after getting our letter for knowing the status of the loan proposal the branch manager advised us to keep ready the Sales tax registration certificate, Vat registration certificate, fire Licence, Pollution certificate, C.M.O.H Licence Via letter no- BR/ GEN/ 13-14/136 . We had submitted xerox copies of Fire Licence, Pollution certificate & licence from C.M.O.H( Burdwan) on 08/10/13 to SBI , Bhatar branch. But I am sorry to say you that I can’t understand the relevance of Sales tax & vat registration certificate with the loan proposal of a polyclinic & diagnostic center which has not yet started. . After more than two & half months the demand of sales tax registration & vat registration certificates is not only irrelevant to me but also an effort from the branch manager to delay the whole procedure. To us the working procedure of the concerned branch manager is against SBI standing instructions & rules. Moreover the concerned branch manager had informed us in writing that he had submitted the requisite papers & documents to SBI empanelled Lawyer Mr. Amit Sinha( whose contact no is 9681200091) on 12/08/13 for searching purpose. We paid Rs 2550/- to this lawyer as he demanded it as official charge. This searching lawyer asked various documents like chain Deeds, mutation papers from us repeatedly. After getting one document he demanded another documents after some days when we contacted him. We expected a clear-cut official report , positive or negative from him in time. But His dilly-delaying activities for more than two months is totally frustrating to us. We would be grateful to you if you kindly depute another empanelled lawyer for searching our Mortgage property & please investigate & examine all submitted documents & decide whether we are entitled to get the required loan or not. This is further to mention that due this delay we are facing huge financial burden as the establishment has been set-up in a rented building & as we have given advance money to instrument companies who are now increasing the the price of instruments due to this delay. That’s why we passing through
1.early sanction of that loan. 2.Explanation from searching lawyer about his dilly-delaying activities & non-cooperation. 3. Explanation from branch manager, bhatar, sbi about his delay in loan procedure & about relevance of vat registration & sales tax registration certificate for getting this loan.
