Vodafone Mobile Balance Deduction

I am a student studying in Hydearabd (AP). I have my vodafone no of UP (west) circle which i am using here in roaming. Every month i get a recharge of Rs 76 in which my roaming becomes free & outgoing is at 1.5/sec. I am here for the past 7 months & every month i am facing this issue that either i am being charged for the incoming @ 0.75/min or outgoing @1.5 rs/min instead of per sec plan. In the past 7 months, it has never happened that any single day has passed when i dint need to contact customer care. Every other day i have to mail nodal officer regarding the same.

It is really frustrating. My previous complaint id with core regarding the same matter are: 72144.4.2013, 60771/4/2013, 62676.4.2013. Also, i would like to inform that i have manually selected vodafone 2g during all this time, it has never happened that i have ever selected it to automatic because i am having serious network related issues here. Network goes every half an hour so i have to manually search for the network every half an hour & above this this inappropriate deductions. I demand that Vodafone mobile return my balance & it should never happen in future as it really gives pain every month. Sometime i am short of balance, & this happens then i even miss imp call when incoming is also charged
