Why 100BestBuy.com Doesn’t Dispatch Items ?

I did an online shopping of Belt worth Rs 700 from 100bestbuy.com on 12th Jan 2015 . The online transaction was successful and Rs 700 was deducted from my account. Now 11 days have passed and till now there is no update from company side. When i call them they wont pick the call. When i email them they wont reply back. Kindly take necessary action against this company. This company is a fraud. Kindly help me.

I have suffered Physical and Mental disturbance. Financial loss of Rs 700. I demand Proper compensation from the company or complete ban of such fraud companies.
