Why BSNL Can’t Resolve Low 3G Speed Problem ?

I have using BSNL 3G SIM no. 7588221494 in my data card, i have recharge online on bsnl website on 13/09/2014 for Rs.251/- for 2GB data for 30 days. After recharge balance shows in my a/c for 2GB but i cannot use is due to BSNL service, BSNL 3G range is shows full & it also get connected but after 3G network the speed of net is not good, i cannnot use net due to this issue, & no site open due to issue, i have log complaint but still after 12 days issue is not resolve & i cannot use it i have also send mail on pgmd_mah@bsnl.co.in but after 4 days no replay received & issue is not resolve BSNL complaint No. 1I201401342

now i do not want to use BSNL service, i want my Rs.251/- refund
