Aircel Delay in Bill Plan Change

I have submitted a request to change my bill plann from Club299 economy 99 on 26.09.2014. Till now, the bill plan has not changed. The request was repeated by their Agent and it it continuously rejected by the Aircel Team. Hence, I am loosing an amount of Rs.250 (approx) per month. Aircel is not giving proper reason for rejecting the request and not informing me that the request was rejected. Their customer service team is saying that there is no option for informing about the rejection of the request. Customer would have to contact the service provider.

The earlier plan I am using is combined with data usage. After giving the request letter, I never used data with this mobile number and restricted myself in making outgoing calls. I need revised bills from the date of my first request made on 26.09.2014 and waiver for the excess amount charged to me.
